The deputy and President of the Lower Alentejo Federation of PS, Pedro do Carmo, He questioned the government about the plans for the completion of the infrastructure IP2 and IP8, that part of the road sub Baixo Alentejo.

Pedro Carmo_800x800After several years of suspension of work, resumed in some sections on the eve of parliamentary elections, important to clarify what is the timetable for overcoming a situation that complicates the lives of citizens, the mobility of visitors in, the competitiveness of the region and constitutes a road traffic risk factor.

In a question to the Ministry of Planning and Infrastructure which recalls the history of the suspension process of the works of IP2 and IP8 by governments PSD / CDS, Mr Pedro do Carmo asks the executive current on which the calendar perspective for full completion of the works of IP2 and IP8, considering the erratic interventions in some sections and the lack of determination on the progress of interventions missing.

The leader of the PS Federation of Alentejo challenges the Government on the existence to an evaluation of the cost to the public purse, in degradation of infrastructure, Excavation destruction and increased costs of materials used in the construction of roads, the suspension of work between 2011 and 2015.

Pedro do Carmo also sensitizes the Government to the fact that the persistence of these situations compete for increased road accidents and to be an unacceptable bottleneck to mobility and competitiveness of the territory for which he was elected as a deputy to the National Assembly.

The Alentejo can not wait any longer for a clear definition of a timetable for the full completion of IP2 and IP8 which are structural works for the development of the region.

Document submitted by the Minister Pedro do Carmo Planning and Infrastructure, by the Parliament.

What are the plans for the completion of the IP infrastructure 2 IP8 and integrating the road sub the Alentejo ?

the uncertainties, the progress and failures marked the previous attitude Governoperante the rehabilitation needs of the road network of the Lower Alentejo region, particularly with regard to the Main Route (IP), the construction of the A26 / IP8 and repair of the regional road network. this attitude, with the suspension of works, the reformulation of the projects after years of infraestruturassemi-finished to abandonment and resume of some interventions by sections and bumps contributed to limit the conditions for mobility of residents and tourists; conditioned the economic competitiveness of the region and created numerous situations of lack of road safety.

The rehabilitation works of IP2, between St Manços (Évora) e Castro Verde (Beja), and construction of the sections of the A26 / IP8 between Sines and Santa Margarida do Sado, included in the sub Alentejo and were suspended in 2011, They were taken up in 2015, converging course with the holding of legislative elections.

In 2015, during the agreement of Portugal infrastructures to concessionaires was expected "the completion of the operations planned for the A26 / IP8 between Sines and Relvas Verdes, for a A26-1 / ER261-5, between Sines and Santo André, the construction of the A26 between IC1 and Santa Margarida do Sado, completing the bridge over the River Sado, with subsequent inclusion in the jurisdiction of the company Portugal Infrastructure”.

It also ensured the rehabilitation of the IP2 between San Meek and Castro Verde, would remain in the concession for the conservation and maintenance.

Upon the resumption of some interventions on the eve of elections, Infrastructure company indicated that Portugal “some jobs would repair, not giving the objective of completion of all sections”. The Alentejo can not wait any longer for a clear definition of a timetable for the completion of structural works, decisive for the competitiveness of the territory, for the tourist affirmation of the region and the road traffic safety conditions.

After so many years of suspension of work, with high costs in terms of degradation of unfinished infrastructure, economic development and road safety, It entered into a erratic intervention phase in some sections without determination for completion and short-sighted.

Given the above, in accordance with the rules of procedure, It serves the present to ask the Government, through the Ministry of Planning and Infrastructure, the following:

1. Government has a calendar perspective for full completion of the works of IP2 and IP8 in the district of Beja that make up the sub-concession of the Baixo Alentejo? What guidelines were given to Portugal Infrastructure company for completion of sections for be intervened?

2. Has the cost of knowledge to government exchequer, in degradation of infrastructure, Excavation destruction and increased costs of materials used in the construction of roads, the suspension of work between 2011 and 2015?

3. It has the Government aware that the persistence of infraestruturassemi-built and erratic interventions in sub sections of the Lower Alentejo contribute to the increased risk of increased road accidents and continue to be an unacceptable bottleneck to mobility and competitiveness of these territories? What instructions were sent to the Infrastructure Portugal?
