The incident took place in the early hours of the day 12 November 2019. agent served two suspensions of 90 days imposed by the Ministry of Internal Affairs (MAY) and has already returned to service. He is accused of torture, cruel treatments, inhuman or degrading acts perpetrated against Aleksander Buiniakov.
Almost three years later, starts this Monday at the Beja Court, the trial of Eurico Santos, the PSP agent of 45 year old, accused of assault and torture of Aleksander Buiniakov, a Ukrainian citizen of 40 year old, solar panel assembler working for a German company.
Connected to the Traffic Police (EdT), the agent returned to duty last day 20 of September, after serving two suspensions of 90 days imposed by the Ministry of Internal Affairs (MAY), accompanied by loss of salary, now being assigned to EdeT administrative services. A 30 March, the Lidador News (LN) revealed that the defendant had been admitted to the Administrative and Fiscal Court (TAF) of Beja with a precautionary measure to stop the suspension, which had no effect.
The incident took place in the early hours of the day 12 November 2019, when the defendant approached a group of a dozen immigrants who were waiting for the bus to go to work, in Ferreira do Alentejo. The following day, LN revealed exclusively that the police officer was accused by the victim of “being drunk and having kicked himâ€, what happened around the 06,00 hours next to the Traffic Police, place where he was taken to be questioned.
After making statements, the victim was admitted to the Emergency Department of Beja Hospital around 07,20 hours, having been diagnosed with a fracture in his left arm. After leaving the hospital unit, accompanied by the person in charge of the Conecon company for which he worked, went to the Police Station where he formalized the complaint against the PSP agent.
During interrogation as a defendant, he retreated into silence, but the Public Prosecutor's Office (MP) of the Department of Investigation and Criminal Action (DIAP) Évora, did not give credibility to his version, maintaining that Eurico Santos wrote that the immigrant “put himself in front of the PSP vehicle and that he liked to play with the Policeâ€, justifying that he “had no documentsâ€. The MP accused the agent of torture crimes, cruel treatments, inhuman or degrading acts perpetrated against Aleksander Buiniakov.
When the accusation was made, the MP archived other facts involving three PSP agents from Beja, who were at the place where the attacks took place. Dissatisfied, the General Inspectorate of Internal Administration (IGAI) promoted the opening of an investigation into the three police officers to determine whether they were responsible for the events and whether there were reasons to open disciplinary proceedings.
LN questioned IGAI about the situation of the three agents targeted in the investigation, para perceber a situação em que o mesmo se encontra, but did not receive any reply.
