E possuem caracterÃsticas, que lhes permitem comandar homens e mulheres, que também fizeram o mesmo juramento, cujas mais importantes são a capacidade de liderar e motivar os seus subordinados, capazes de comunicar eficazmente com superiores, subordinados e o público em geral, profundo entendimento dos procedimentos e da missão da GNR, a habilidade para tomar decisões rápidas e eficazes em situações de necessidade, a capacidade de lidar desafios e resolver problemas de forma eficiente, ser um modelo de comportamento ético e manter altos padrões de integridade, terem o compromisso com a aplicação isenta da lei e dos direitos dos cidadãos, a capacidade de se adaptarem a diferentes situações e ambientes em constante mudança e de compreender e responder à s necessidades e preocupações dos membros da comunidade, e serem capazes de gerir eficazmente os recursos disponÃveis, incluindo meios humanos e meios materiais.
Por último e não menos importante, os Capitães da GNR Comandantes de Destacamento Territorial possuem ainda um elevado Dever de Tutela, garantindo a segurança, o bem-estar fÃsico, emocional e psicológico dos seus subordinados, além de promover o desenvolvimento saudável e a sua autonomia, garantindo que os mesmos recebem as orientações necessárias para o cumprimento das missões, assim como zelam pelo seu bem-estar e segurança.
