The curfew at 2 hours on the nights of 24, 25 and 31 December only applies to high-risk counties, very high and extreme transmission by the new coronavirus.
As confirmed this Wednesday to Lusa source of the Presidency of the Council of Ministers, the ban on driving on public roads from 2 hours on Christmas Eve nights, Christmas and New Year's Eve does not apply to 73 counties considered to be “moderate risk”.
In the Government decree regulating the application of the state of emergency decreed by the President of the Republic due to the covid-19 pandemic, which entered into force this Wednesday and ends at 23.59 Day hours 23 of December, are already defined “special rules” for the Christmas and New Year period, “if renewed” the current state of emergency declaration.
So, it is established that the ban on driving on public roads “not applicable on days 24 and 25 December 2020, in the period after 23 hours and until 2 am the next day” in high risk counties, very high and extremely high.
On 26 of December, a Saturday, the ban on driving on public roads in very high and extremely high-risk municipalities starts at 23 hours.
Currently, high-risk counties are subject to mandatory curfew between 23 horas e as 5 hours seven days a week, while in very high and extremely high risk counties the mandatory curfew on working days is also one of the 23 am to 5 hours and weekends between 13 horas e as 5 hours.
As in municipalities considered to be at moderate risk, there is no curfew on any day of the week, the ban also doesn’t apply on Christmas days and New Year.
For New Year's Eve, the Government decree establishes that mandatory curfew in high risk municipalities, very high and extremely high “not applicable between 5 horas do dia 31 December 2020 e as 2 horas do dia 1 January 2021”.

At the end of November, the government divided the 278 continent's municipalities into four groups, depending on the risk levels of transmission of the new coronavirus: extremely high, very high, elevated and moderate.
Municipalities at extremely high risk are considered to be those with 15 previous days more than 960 cases of infections by 100 thousand.
Municipalities are classified as very high risk if they have had 15 previous days between 480 and 960 cases and high risk if registered more than 240 and even 480 cases.
Currently 35 counties are at the extreme risk level and 78 municipalities at very high risk level.
At the high risk level there are 92 counties and 73 are at a moderate risk level (With less then 240 cases).
