Emergency state: Measures depending on the level of risk. District councils on two levels.


The Government announced this Saturday, two more levels of risk, beyond the high risk level, that includes municipalities with more than 240 cases by 100 thousand inhabitants last 14 days.

Measures will be taken according to four levels of risk of disease transmission – moderate, high, very high and extremely high.

So, the country is divided between moderate risk municipalities (less than 240 cases by 100 thousand), high risk (more than 240 cases / 100 thousand inhabitants), very high risk (480 cases by 100 thousand) and extremely high risk (960 cases by 100 thousand).

Municipalities distributed by risk levels, and the rules to which each is subject during the new State of Emergency that is in effect between the day 24 November and the day 8 of December. The lists of municipalities will be reviewed fortnightly, coinciding with the renewal of the State of Emergency that is already practically taken for granted.

Moderate risk (less than 240/100 thousand): Beja district councils (12): Aljustrel, Almodovar, Alvito, Canyons, Beja, Castro Verde, Ferreira do Alentejo, Mértola, Moura, Odemira, Ourique and Vidigueira.

High risk (more than 240 cases / 100 thousand inhabitants): Beja district councils (2): Cuba e Serpa.

Rules in municipalities with high risk: Prohibition of circulation on public roads between 11 pm and 5 am; Action to monitor compliance with mandatory teleworking; maintenance of the establishment hours (22h00, except restaurants and cultural facilities at 22:h30).

Very high risk (more than 480 cases / 100 thousand inhabitants): Beja district council (0):

Rules in municipalities with very high risk: Prohibition of circulation on public roads between 11 pm and 5 am on weekdays; Prohibition of circulation on public roads on Saturdays and Sundays between 1 pm and 5 am; Prohibition of circulation on public roads on days 1 and 8 December between 1 pm and 5 am; In the days 30 November and 7 of December, commercial establishments must close at 3 pm; Action to monitor compliance with mandatory teleworking;

Extremely high risk (more than 960 cases / 100 thousand inhabitants): Beja district councils (0).

Rules in municipalities with extremely high risk: Prohibition of circulation on public roads between 11 pm and 5 am on weekdays; Prohibition of circulation on public roads on Saturdays and Sundays between 1 pm and 5 am; Prohibition of circulation on public roads on days 1 and 8 December between 1 pm and 5 am; In the days 30 November and 7 of December, commercial establishments must close at 3 pm; Action to monitor compliance with mandatory teleworking.

In addition to the specific measures for each municipality, the Government determined general rules for the entire continental territory, regardless of risk.

Prohibition of movement between municipalities in the following periods: Between 11 pm 27 November and 5:00 am 2 December and Between 11 pm on 4 December and 5:00 am 9 of December;

Point Tolerance and suspension of teaching activity and call for the dismissal of private sector workers in the days 30 November and 7 of December;

Mandatory use of a mask in the workplace
