parishes: Race against time in the struggle for separation.


Movements for the breakdown of parishes have even 31 March 2021 to see effort have an effect. The Parish Platform did not enter any request for separation in the district.

There are several movements around the country waiting for the Government's initiative regarding the breakdown of parishes. The National Platform to Recover Parishes (PNRF), which includes the participation of 48 movements have already met with the National Association of Parishes (Anafre).

PNRF warned of "the urgency of the Government to approve in Council of Ministers" a proposal for a bill for the creation of parishes, for consideration and approval in the Assembly of the Republic to take effect in the next municipal elections â€.

According to a work published by Jornal de Notícias (JN), on the National Platform Recovering Parishes did not file any request for separation of parishes in the district of Beja.

In 2013, the one that became known as the “Law Law”, regarding the administrative reorganization of the territory, extinguished more than a thousand and, eyes on the municipal elections in 2021, there is the pretense, in many places, to reset the previous map. But the process is gaining contours in a race against time.

The replacement was waved, more than once, by Prime Minister António Costa, having the then Minister of Internal Administration, Eduardo Cabrita, launched dates in the previous legislature that never materialized. In the current Government, the process is in the hands of Alexandra Leitão, the Minister for Modernization of the State and Public Administration, that already had a meeting with Anafre.

Luís Amado, the mayor who in 2012 defied the government and “changed the lawâ€.

During 16 years was mayor. Four as executive secretary and 12 as Chairman of the Board of Vila de Frades Parish, county Vidigueira, having accumulated one of the mandates with the deputy function of the mayor.

In 2012, was a leading figure when the government of the PSD, launched the law of administrative reorganization of local authorities proceeding to the merger of parishes.

Luís Amado defied the then Secretary of State, Paul Julius and told him: "If the law of 3 kilometers for the merger is approved, change the seat of the joint to the Ruins of St. Cucufate, what is the 4 kilometers, contour and to avoid melting ". This position was fraturante and the government stepped back and took the law paragraph of "kilometers from the merger".

What the presidents of the Parish Unions think

Antonio Ramos (Union of Parishes of Beja-Salvador and Santa Maria da Feira): “We haven't officially addressed the issue yet, but, in a first analysis, going back to the old days has no logic and is not in our plans. Two together made services more operational â€.

Jorge Parente (Union of Parishes of Beja-Santiago Maior and São João Baptista): “In a Parish Assembly, the CDU has already addressed the issue, but, we didn't take any position. We applied for a union and not a joint, it makes no sense to debate the issue. The separation has no logic, because with two unions things did not work badly â€.

Sergio Tricks (Parishes union Salvada and Quintos): “Favorable to setback. It was a lawsuit against the opinion of mayors and customers. This process generally did not bring any benefits, since the savings were not significant for the State. The identity of each people was the biggest ax of the process â€.

Process steps

The breakdown has to be proposed by one third of the members of the parish's deliberative body. The Parish Assembly has 15 days to approve it by an absolute majority. Go to the Municipal Assembly that will ask the City Council for an opinion. If you don't answer in 15 days, considered favorable to the breakdown. Lastly, will have to be approved by an absolute majority in the Municipal Assembly. The final decision is up to Parliament.

Reorganization of parishes: 23 January 2013

Us 14 Beja district councils existed 100 parishes, having after the reorganization to exist 75. There were two cases of triple joint aggregation. In the municipality of Mértola, with São Miguel do Pinheiro, São Pedro de Sólis and São Sebastião dos Carros and in Moura, with the unification of the parishes of Santo Agostinho, São João Baptista and Santo Amador. In the municipality of Odemira, the parish of Bicos was extinct and voters and territory distributed by Colos and Vale Santiago.
