Only 80 counties, 3 no Beja district, accepted the decentralization of competences and access to funds by parishes, total no 59,1 million.

Mértola, Castro Verde and Barrancos were the three municipalities in the district of Beja that passed functions to the joints or unions of their 12 parishes and, the respective funds, not the total value of 500.797 euros.

That 308 cameras only 80 assumed the decentralization of competences and also the necessary funds to assume the realization of said capacities in the field.

In cause, compliance with Decree-Law no. 57/2019, of 30 April which dictates that city councils have to transfer competences as parishes / unions of parishes: the management and maintenance of green spaces, cleaning roads and public spaces, gutters and sinks, the maintenance of the spaces surrounding pre-school education establishments and the first cycle of basic education and the use and occupation of public roads.

Heard by Jornal de Notícias (JN), Jorge Veloso, president of the National Parish Association (ANAFRE), justified that "it is time for the competences to pass to the parishes as the law dictates" justifying not understanding "why the chambers do not make the transfer official, which would allow parishes to have access to their financial envelope â€, concluded.

ANAFRE revealed that only 80 of 308 municipalities in the country had transferred competences to the parishes, involving 724 together of a total of 2882, while on 2019, were 2300 the parishes that agreed to receive the new skills.

Before the Local Elections

According JN, beyond skills, ANAFRE demands that the Assembly of the Republic be swift in completing the law that will revoke the “Reforma Relvas†and allow the creation of new parishes, defending the new law should be ready to go into effect 31 March.
