Opinion (José Lúcio / Judge): Court of Beja – for future memory.
I remember many times of summer 2014. It was the time of the new judicial system installation, and the Judicial Court of Beja County would have to be installed and running on 1 of September. Surprisingly, the process does not went wrong.

I mean surprise because usually when something has all the conditions to go wrong even by just going wrong. Believer in this rule, always keep a skeptical eye on any venture that get myself and I see harbingers of sinking. Now the process of implementation of the new judicial organization had multiple signals to justified apprehension.
It was a very complex operation, in which three and a half million cases would have to change from one to another organic reality. In terms of the new District of Beja, extinguished up ten old courts (corresponding to the old Districts of Almodovar, Beja, Cuba, Ferreira, Mértola, Moura, Odemira, Ourique and Serpa, and also the Labor Court) and all existing processes would have to be redistributed by the new units.
Both the computer level as in the physical implementation of the change implied a huge effort, and scarce means in August when half the country was distracted and vacations and also the other half was far from understanding what was at issue. I lived so one of those surprises that only happen to pessimists: Things went better than expected. Even with so few staff in the field, It was possible to organize and treat the tens of thousands of cases of our responsibility so they arrived at their destination and, obviously, not be lost or extraviassem.
The result was due to a combination of wills that is fair highlight. A few dozen employees, the various centers of the district, sacrificed vacation time to fulfill the gigantic task of storing and carrying over those tens of thousands of processes for their new destinations. The men of the GNR and their trucks enabled the rest. On 1 September 2014 our part was made, and the new Court was ready to work.
Of course, the start came to highlight the problems that already foresaw, by translating welcome weaknesses long before. The computer system of courts take long to respond to the new reality. Beja became apparent lack of space in the old courthouse to accommodate the caseload and staff who went on to behave. Even the arches of the cloister had to be converted into breakout rooms to judicial departments. In decrepit facilities Civil Government continued to operate the labor jurisdiction, Numas old rooms where moisture, mold, the lack of thermal insulation, to the lack of acoustic conditions or the lack of a proper bathroom were the dominant notes. The new judgment of Family and Children, creation of reform, I had no place in Beja. The question of the installation was only resolved when approaching this end of August, through an Ordinance that deslocalizava provisionally for Ferreira do Alentejo, where the judicial building permit your accommodation.
Even so, It happened: a 1 September 2014 the new Judicial Court of Beja County began operating. I lived intensely this August, then staying in the Hotel Beja Park in order to follow here in Beja whole process, running the roads of the district to personally check on each site as evolving events, and I confess that when starting September anguish gave way to some relief. The thing, after all, worked.
Since, such a thing, if we make a fair and peaceful balance, reasonably criteria, it has not been ported not bad. I am grateful to those who were with me in this story, and do not hide a certain pride. weaknesses – we all have them.
