Opinion (Rogério COPETO / Official GNR): The(A) TERRITORIAL COMMANDER DETACHMENT
This article has two objectives, the first to pay tribute to all(a)s the(a)s official GNR that played or played by the Commander of the Territorial Detachment. The second to present my full and unconditional support and solidarity to my fellow Major Carlos Boots.

a(a) Commander of Territorial Detachment in addition to being a(a) Commander, with responsibility for leading several dozen military GNR, with the mission to ensure the safety of people and goods in a given geographical area of the national territory, are still Criminal Police Authority, Agency Public Relations, GNR representative of the various boards and committees of municipal scope, such as the Municipal Defense Committee for Forest Fire, the Municipal Commission Security, the Municipal Commission of Education, Local Commission for Social Action, the Commission for Protection of Children and Young People in Danger and the Commission for Deterring Drug Addiction, forming still having the functions(a), manager(a) From Human Resources, etc.
Unlike the other commanders of the GNR, the(a) Commander of Territorial Detachment is not an expert in anything, needing to know everything, from Public Order Maintenance and Use of Force, Honors of State Protocol, Public Relations and Tax and Customs, Foreign and Private Security, Civil Aviation Safety and Firearms and Explosives, Criminal Investigation and Security at Major Events, are football games, summits or festivals, Crime Prevention and Community Policing, Proximity and Human Rights, of Arrests in flagrante delicto and Off Flagrant Crime, Warrants of Arrest and Driving by Anomaly Psychic, Traffic and Protection of Nature and the Environment, Defense of Forest Fire Protection and Children and Young People in Danger Protection, Narcotics Trafficking Deterrence and Drug Addiction…
Without forgetting that the Territorial Detachment Commander functions are often performed away from their place of residence, at a time when you think a family or just to be, and the children are to arrive or are very young, and because parenting is also a full-time function, it is necessary to harmonize the timing of operations and service, with the assistance and support to the family, not always possible, and so a lot of times defers to the desire to found a family, for another time, where we have more time for family.
There seems to be possible to realize as much responsibility and is often not, because "who plays pretty dumb, some there-to get back ", and in the case of(a)s Territorial Detachment Commanders, It is back to his family, possibly because they are moved(a) and just going home at the end-of-week (not all) or even when your residence is near the headquarters of Detachment, It is always the first service, if only to go accompany its military, in any operation, that every day you have to comply, giving as an excuse "I go there the service and has come", almost always at night and returning home is the other day, at sunrise, after work to be done and held ready to present first arrested accused interrogation.
But even when coming home, not to stay, because having the same state of service 24 hours and should cheek (no days off and the holidays go by the side of the phone, which turns off only for lack of battery), becomes bathing and return to the Posting, because the service does not stop, occurrences follow one another and the military need the support of(a) Detachment Commander, especially the commanders of Territorial Offices, because without them, the mission would be much harder to meet.
But all these constraints families to understand, even getting deprived for years of presence, Husband or wife, of the parent, son or daughter, or brother or sister, because for some reason they chose to be masochistic GNR officers and perform the Commander of the Territorial Detachment.
Understand why as military GNR, They are subject to all the rules that every citizen is obliged, as the Constitution of the Portuguese Republic, Penal Code and Code of Criminal Procedure and Administrative Procedure, other than those that internally the governing, Regulations such as the military GNR, or Ethics Code, the Disciplinary Regulations and the Code of Military Justice, that require them to observe a set of duties and that limit the rights, but they swore as Portuguese and as a military, save and do save.
They understand why sworn to serve the National Guard and the Armed Forces and fulfill military duties.
And also because swore to defend the country and be ready to fight for their freedom and independence, even with the sacrifice of their lives, and do issue of witness, with his presence, this same oath.
And who vowed further ensure safety for people and property, durante as 24 horas do dia, 365 days per year, come rain or shine, on days, hours and conditions under which the ordinary citizen is collected in the Hearth, with the sole reward recognition of the population it serves and the awareness they perform an essential profession in a democratic rule of law, where unsafe, there can be no freedom.
Belonging to a secular Security Force, which is constituted as a fundamental pillar of the implementation of internal security policy, assuming as deepest values, the uncompromising defense of democratic rule of law and the freedoms and guarantees of citizens.
But do not understand, or we can explain, because reason a European body accuses one Commander of Territorial Detachment of torture, and the Portuguese justice condemns to a penalty of effective imprisonment?
How to explain this to the wife, the children, parents, the brothers and friends?
Has no explanation, nor comprises, let alone be able to relieve the suffering of those we love most.
