Opinion (Rogério COPETO / Official GNR): VACATION, FINALISTS, CONSUMPTION, GNR E MICHAEL MOORE
No artigo desta semana fala-se de Férias da Páscoa, de Viagens de Finalistas, de comportamentos de risco, de consumos de estupefacientes e substâncias psicotrópicas, do trabalho da GNR na prevenção e repressão desses comportamentos e consumos e do realizador americano Michael Moore, não necessariamente por esta ordem.

The institution in Portugal whose mission is to promote the reduction of the consumption of narcotics and psychotropic substances, the prevention of addictive behaviors and the reduction of dependencies is the Intervention Service in behavior and additives in Dependencies (SICAD), the former Institute of Drugs and Drug Addiction (IDT), tendo como enquadramento a lei 30/2000 of 29 November, which defines the legal regime applicable to the consumption of narcotics and psychotropic substances, as well as the health and social protection of people who consume such substances without a medical prescription. This normative response allowed the creation and maintenance of a strong health promotion component that has contributed to improving the quality of life of citizens and communities., associated with the values of innovation and pragmatism.
Foi esta Lei 30/200 which decriminalized the acquisition and possession for personal use of narcotic drugs and psychotropic substances, in excess of the amount required for average individual consumption during the 10 days, assuming thus deterrence as a global intervention strategy and integrated, I have therefore earned the name of "Law Decriminalization".
The “Decriminalization Law” implemented a “model” in Portugal, joining areas of intervention, deterrence and health protection of consumers and populations, and operates in a working network articulated responses for the reduction of psychotropic substances and dependencies, and for the prevention of social exclusion.
Are the Commissions for Deterring Drug Addiction (CDT) who primarily have the responsibility of operationalizing this “model”, welcoming the accused (users of narcotics and psychotropic substances) encaminhados pela GNR, pela PSP e pelos tribunais, carrying out a rigorous assessment of their situation regarding consumption, always valuing your psychosocial needs, aiming to bring users of illicit substances closer to health services.
Para além da primordial importância das CDT na operacionalização da “Lei da Descriminalização” importa referir também o papel fundamental da GNR e da PSP, that due to the changes promoted by the Decree-Law 114/2011, of 30 November, viram a suas competências aumentadas, when they received those from the Civil Governments, particularly in the context of the custody of seized substances, em sede de processo contraordacional por consumo de estupefacientes e substâncias psicotrópicas.
Mas o trabalho das Forças de Segurança não se esgota na elaboração dos autos de contraordenação por consumo, e no caso da GNR, a sua intervenção é transversal a todas as áreas, starting with “Iinformation and prevention", quer em contexto escolar, under the "Safe School Program", operacionalizado pelos militares dos Núcleos Escola Segura, ao realizar acções de sensibilização sobre consumos e comportamentos de risco, quer no contexto laboral, tendo em conta as acções realizadas internamente sobre “Alcoolismo e Toxicodependência” a todos os militares da GNR, especially during initial training courses, e ainda em contexto rodoviário, by monitoring the consumption of alcohol, narcotics and psychotropic substances among drivers, during the act of driving.
And within the scope of “Supply reduction” o trabalho da GNR tem como principais resultados as detenções, seizures and operations to combat drug trafficking, sendo o combate ao tráfico e consumo de estupefacientes um objetivo ao qual a GNR tem vindo a conferir especial cuidado, within its legal competence, onde as matérias da droga e da toxicodependência são pontos fulcrais da atuação e investigação da GNR, both at a preventive and dissuasive level, in the usual places of consumption, either in places where drugs enter national territory, namely on land routes connecting to Spain and the coastal strip.
Nesta vertente a GNR, efetua através da Unidade de Controlo Costeiro (High) milhares de ações de vigilância, control and supervision, with a view to strengthening surveillance activities, control and inspection of the external border of the European Union in order to eliminate the possibilities of introducing drugs into national territory and the European space, promoting surveillance actions, controlo e fiscalização em mar e na zona ribeirinha, sendo os resultados do trabalho desenvolvido pela UCC não raras vezes noticia, por motivo das apreensões de droga que efetua, revealing high levels of effectiveness in fulfilling its mission.
In addition to this work on the repression, a GNR centra-se especialmente na vertente da prevenção do tráfico de distribuição direta a consumidores, localized drug-trafficking and associated crime, and that is why several awareness-raising actions are carried out, aimed especially at the educational community, with the aim of alerting them to the problem of consumption, Little trafficking and drug-related crime, further reinforcing surveillance in public places, commonly used for the consumption of narcotics.

E porque a GNR sabe que nestas “Viagens de Finalista” os jovens alunos têm comportamentos de risco e recorrem ao consumo de estupefacientes e substâncias psicotrópicas, and alcoholic beverages, promove por esta altura a “Operation Spring Break", with the aim of preventing the risk behaviors associated with drug use and alcohol, sendo exemplo dessas acções, a acção realizada em 2015 pelo Comando Territorial de Évora, entitled "Ser finalista: Viagem rumo ao cidadão consciente", e que foi noticia em vários órgãos de comunicação tendo a RTP dado especial destaque à mesma.
For those less aware of these matters, nesta altura importa referir que através da “Lei da Descriminalização” Portugal inclui-se no restrito lote de países onde o consumo de drogas não é crime, Therefore, this Portuguese “model”, which intends to assert, through networking, the devaluation of drug consumption and possession, sido neste últimos 15 target years for evaluation by other countries, que vêem na resposta portuguesa, an example below, with regard to combating trafficking and consumption of narcotic drugs and psychotropic substances.
Assim não é de estranhar que o realizador americano Michael Moore no seu novo filme “Where to Invade Next” indicar Portugal como um exemplo a seguir pelos EUA, regarding the decriminalization of drug use, conforme os órgãos de comunicação social tiveram oportunidade de noticiar, nomeadamente nos artigos do jornal I “Policias portugueses elogiados no novo filme de Michael Moore” e da Visão “Michael Moore usa politica de Portugal sobre consumo de droga como exemplo no seu novo filme".
Num pais onde é hábito lamentar e criticar todas as políticas nacionais, seja elas em que área for, devemos neste caso ficar orgulhosos do “modelo” português implementado desde 2000, que tem contribuído para a redução do consumo de estupefacientes e substâncias psicotrópicas, conforme pode ser comprovado pela leitura do Relatório Anual 2014 – A Situação do País em Matéria de Drogas e Toxicodependências, e que o realizador americano Michael Moore e vencedor de um Óscar para “Best Documentary", pelo filme “Tiros em Columbine", aplaude e difunde por todo o mundo, como exemplo a seguir nos Estados Unidos da América, "devendo por isso Portugal ser invadido pela EUA".
