The Municipality of Ourique prepared and approved its Local Housing Strategy, based on a global investment of 10,6 million euros within the scope of an application for funding from the 1st Right Program.
The 1st Right Program, within the scope of promoting housing solutions for people living in unworthy conditions and without the financial capacity to support the cost of access to adequate housing, presupposes the elaboration of a Local Housing Strategy, to present a diagnosis of the housing situation and solutions to be promoted by local authorities.
The Constitution establishes that "Everyone has the right, for you and your family, to a house of adequate size, in conditions of hygiene and comfort and that preserve personal intimacy and family privacy.”.
The state has recently established a national housing promotion strategy., in conjunction with local authorities, aimed at increasing citizens' access to housing under conditions that are bearable according to the level of household income.
Ourique elaborated and approved its Local Housing Strategy, based on a global investment of 10,6 million euros within the scope of an application for funding from the 1st Right Program.
The municipal housing strategy will have two priority axes:
Housing support program for vulnerable people, through enlargement, diversification and improvement of the social housing offer and support in accessing decent housing for the most needy population. This priority also aims to cover situations of housing shortage identified in households that are owners and reside in houses that do not have the conditions of habitability, adequate structural safety and comfort, dealing with mostly unhealthy and insecure situations, sometimes combined with other situations of indignity and accumulating with these the situation of financial need.
Housing and habitat enhancement program and reinforcement of territorial attractiveness, with support for other population groups with difficulty in accessing housing and general encouragement for urban and building recovery and rehabilitation. This strategic priority focuses on urban rehabilitation as a central component of city policy and housing policy., insofar as the objectives of requalification and revitalization of territories converge in it, in particular of its most degraded areas., and qualification of the housing stock, resulting in the enhancement of the physical and functional dimensions of urban areas.
The proposal approved at a City Council meeting, under proposal of the Socialist Party, it will then be submitted to the Municipal Assembly for consideration., allowing the submission of Ourique's candidacy to existing funding.
