The PCP defends the reversal of the process started in 2014, returning the São Paulo hospital to the management of the Ministry of Health, having its Parliamentary Group delivered a Bill to the Assembly of the Republic.
No document, subscribed among others by the deputy elected by Beja João Dias, the communists recall that “the PSD/CDS Government published Decree-Law no. 138/2013, of 9 October, which establishes the system for devolution of the Misericordia Hospitals, within which the hospital of São Paulo, Serpa, was delivered to the Santa Casa da Misericórdia de Serpa in 2014 for a period of 10 year old.
The PCP defends the reversal of the process, returning the São Paulo hospital to the management of the Ministry of Health, this important health infrastructure should be used to deepen and improve the responses and health services that exist there, allowing to expand the ability to provide care at ULSBA, which will constitute a relevant stimulus for economic and social development in the region and specifically in the municipalities on the left bank of the Guadiana.
Bill No. 43/XV/1st, provides for the reversal to the Ministry of Health of the following services and units: Advanced Emergency Service, External Consultation Service, Palliative Care Unit and Convalescence Unit, situation that does not imply the loss or reduction of the number of valences or interfere with the quality of health services.
The process should not, in the opinion of the PCP, jeopardize the entry into operation of new valences, that are not yet in the implementation phase were or will be subject to analysis, study and decision regarding its inclusion in the set of care provided to the population.
As for the professionals who perform functions at the date of the reversal of functions in the hospital, they are automatically transferred to the Ministry of Health. As for the workers who were not integrated by the Santa Casa da Misericórdia de Serpa, in January 2015, and who intend to continue to exercise functions at the Hospital de São Paulo – Serpa must express such will, being assured placement in the respective staff map.
According to the project presented by the PCP, the reversal process must occur within a maximum period of six months after the publication of the same, covering the staff in office on the date of publication of this law, as well as the staff referred to in paragraph 2 of the previous article and includes all goods and equipment that make up the establishment.
